To be honest I think portfolio websites are optional these days. You could easily use a GitHub readme as your portfolio and then the deciding factor would be seeing how many quality projects that you have on your GitHub.
I think it is best to have a very good GitHub Readme file. I did not have a portfolio when I was looking and got my job, but months later because I could not decide on any of your questions 😅
