looking for a good vpn provider

I just asked this on the Typescript Discord Channel -- Offtopic, but tought why not enhance my question radius.

• 1. a documented (javascripty) API and
• 2. the feature torenew ip, for given city/country. Ideally non US, no US-Server provider.
• 3. "cost efficient" (paying annualy)
