That question requires some follow up questions.
Will the App need a lot of image processing or 3d rendering? If so React-Native would be a better option that a web based framework like Ionic.
But it really depends based on the project requirements
So my app doesn't need much ressources.
I want develop a web-app, which easily runs on mobile and desktop
Random update: Ionic now supports Angular, React and Vue. The capacitor library has also grown very stable and makes it easy to integrate native code to your hybrid apps
In that case; I would, from experience, recommend Ionic 4+ you can either use it with Angular or React :)
React-Native is the way to go
