How do I need to resolve Hot partition in Comos DB?

When I go to Cosmos Insights -> Throughput Tab

The Normalized RU Consumption(Max) Heat map By PartitionkeyRangeID

Tried pulling document count - 62 items Consumed RU’s

No Throttleld Requests.

How to figure out why it causing and what steps to follow to rectify this.
